I believe that insofar as Borda allows equal rankings, you would score that ballot as
C1(0), C2(0), C3(0), C4(1), C5(1), C6(1).


Uh oh. If that's the case then I'm not simulating Borda. My interpretation is based on the definition,
"For each ballot, each alternative is given one point for every other alternative it is ranked above, and 1/2 point for every other alternative it is ranked as equal to. The alternative with the highest total score wins." C4 is ranked above C1, C2, C3 (one point each) and equal to C5, C6 (one-half point each): 1+1+1+1/2+1/2=4.
