I'm programming some voting software that will support STV (as well as a virtually every other voting method), and I have a quick question about the quotas used in STV, such as Droop, Hare, and Imperiali. in some places, I've seen the formulas for these enclosed by greatest integer brackets, and other places they have not been. which is technically correct? wouldn't which you choose affect, albeit slightly, the number of surplus votes a winning candidate is deemed to have?
