Prove me wrong and tell me what a sincere utility could possibly be!
How about the probability that the candidate in question would represent me accurately in his vote on a random vote in congress.
Then the total CR for that candidate would be an estimate of the expected number of voters that would be accurately represented by that candidate on a random vote in congress.
