Thanks for posting what might be Steve's initial posting of BC. For some reason I'd begun believing that BC said to not elect a candidate who has a majorilty defeat that isn't in a cycle of majorilty defeats. But, as your quote shows, BC instead says to not elect a candidate who has a defeat that isn't in a cycle of defeats that are at least as strong as it is.

By the way, I suggest that if we'd like what we say to be accessible to more people, it would be better to say things in English (or German, etc., depending on where it's proposed) instead of formulese.
