It seems to me that any method that uses "number of ballots on which a candidate is ranked" as an important part of the procedure could substitute the following device: Let's say that " a candidate has bottom status" on a ballot if that candidate is not ranked above any candidate on that ballot. Then instead of saying "the number of ballots on which candidate X is ranked," just say "the number of ballots on which candidate X does not have bottom status." Forest
