There are so many variations of Spice that the Spice writer is quite 
complicated.  I have my Spice generator set to "HSpice" and that 
causes it to wrap the parameters in single quotes.  If you are going 
to propose rules for parameter formatting, please try to gather 
information on this for as many versions of Spice as you can so that 
Electric can deal with it properly.
