I'm not completely sure.
I believe those blocks in the xml technology file are for the values
that appear in Parasitic Preferences:

<minResistance value="4.0"/> => My guess is in ohm (When it says "you
can set its unit resistance", I suppose that means in ohm.)
<minCapacitance value="0.1"/> => Looks to be in fF
<parasitics resistance="0.078" => My guess is in ohm
capacitance="0.1209" => I think this is for area capacitance; looks to
be in fF/um^2
edgeCapacitance="0.1104"/> => I think this is also called perimeter
capacitance; looks to be in fF/um
