Credit goes to Claude for finding the root cause.
With -gdwarf-5 -gsplit-dwarf, debuginfod doesn't index any source files, so
source queries return 404. This check in dwarf_extract_source_paths skips the
CU, because in DWARF 5 the CU in the main file is a DW_TAG_skeleton_unit:

Changing that line to let DW_TAG_skeleton_unit go though makes it work for me
(meaning the GDB test now passes).
