I guess this overrides the licence notices in the files
themselves, and also applies to the Microsoft files.  It appears
similar to the X11 licence but adds requirements (b) and (c) and
extends the warranty disclaimer a little.  Requirement (b) is
similar to clause 2 of the 3-clause BSD licence, and requirement
(c) seems similar to clause 2 of the Zlib licence, clause 3 of
the W3C Software License, or subclause 2. a) of GPLv2.  The FSF
lists those licences as GPL compatible so this one should be too.

How about:
- We add that text into COPYING, with a list of the files to
  which it applies.
- We replace all the bundled charset mapping files with current
  versions from www.unicode.org where available.
- We add to each such file a comment like:
  # The following data has been downloaded from
  # <http://www.unicode.org/Public/> and is thus covered by the
  # Unicode, Inc. License agreement included in the COPYING file
  # of ELinks, regardless of the terms shown below.  This comment
  # and the lines above were not in the original data.

Then it should be fully compliant?
