I am also unable to reproduce.

Here is what I did:
1. Save the attached file to /tmp
2. emacs -Q /tmp/bug.org
3. Navigate to heading B
4. <tab>

Everything looks normal.
Can you repeat my steps?

This looks not right. There is no Emacs 32 yet. The latest master is
still Emacs 31. Or... are you writing from future?
