That's expected, I think. beamer loads xcolor.

What I meant is allowing something like
#+LATEX_CLASS_HEADER: \PassOptionsToPackage{dvipsnames}{xcolor}
#+LATEX_CLASS_HEADER: [HEADER]
to augment the class definition.
(The above is looks clumsy though)
