Given that maintainers can undo superseded status, I think it should be ok to allow setting superseded-by to all users. It also helps that Org mailing list is moderated, so we do not risk being spammed by bad actors abusing the command system. Allowing mundane tasks like superseding will also make retrospective ingestion of mailing lists easier - one will not need to add every single past maintainer/moderator to the configuration. For anonymous mailing lists, things may be trickier in this regard. An alternative option could be some kind of confirmation system when status set by non-moderators should be explicitly confirmed before taking effect.
