If a user tries to use a command that only maintainers can use, there 
is a warning in the log.

In the current BARK deployment no, removing does not undo the previous
commands, just like adding does not change past states.

In the next iteration, the lifespans of maintainers will be clearer.
Adding a maintainer will create a start date, while removing them will
create an end date. (You will also be able to have multiple timespans
for each maintainer.)
