Yes, CMD.exe has quite different quoting rules than a UNIX shell. Just load up the eval expression into a scratch buffer and execute it there (or via M-: if you like). Oh, and "blabla" is not a path to the ODT style files, much less an absolute one. The definition doesn't include org-make-org-version, but you could add it if you plan on doing this more often.
