[O] [new exporter] headline export to LaTeX

[henry atting]

Since the last pull (release_7.9.3f-1205-g0030e1) headlines are exported
to LaTeX like this:

\subsection*[Headline]{Headline}

which does not produce proper headlines in the resulting pdf.
