I wanted to try and reproduce this, as I thought I had the *opposite* issue previously. I was correct, granted it was on Org < 8.0: - http://lists.gnu.org/archive/html/emacs-orgmode/2012-10/msg00762.html Code in :noexport: sections was not running, and I wanted to know how I could get it to run (and I even had a :session argument). I took a stab at your document with R and can't reproduce (behavior is the same as in my post above). /However/, I get the same with you using ditaa, even with no :session argument.
