What files ``and things like that'' are those?  If they are related to
Emacs (and CSIDL_APPDATA is set to HOME _only_ by Emacs for its own
use), then that's a very reasonable use of "Application Data", IMO.

And what to do for versions of Windows where that place doesn't exist?
