I think you can turn off EFS by removing all the hooks that it has
set. At least you'll need to remove the entries from
file-name-handler-alist, but maybe there are other hooks which are set
in EFS. Hm. find-file-hooks? find-file-not-found-hooks?
And then you can easily change the Tramp filename format using the
variables tramp-make-tramp-file-format,
tramp-make-tramp-file-user-nil-format, and the other variables
referenced there.
For suitable values of `easily'. Let me know if it's too complicated
and if you have an idea of how to make it easier.
