I agree!
As a designer I fight every day against the "do-not-design-as-a-whole" mindset. 
I'm here to give my support in doing exactly that. :)

But: it could be a plugin from a technical point of view and *still* be 
designed as a whole. :)
Why not? Who is gonna stop me? ;)
