I've been using a free program called HTML Viewer from Sassafras Software. It is smaller and simpler than any browser, and simply formats and displays html without making any net connections. Thus scripts, web bugs, image downloads, etc. are completely disabled, yet I can see the formatting that the sender intended which is sometimes attractive.
