I had the same problem, so I did a Google Search for HTML Viewer and 
here's the Sassafras url that takes you directly to information about the 
HTML Viewer.  

http://www.sassafras.com/keyserver/docs/viewer.html 

I didn't find, however, any place on the website where I could download a 
copy, so I sent an email to the developers asking how I could get a copy. 
 Here is the answer I received:

It has not been updated in a long time (nor will it be), but hopefully it 
will do what you need it to do.
