I don't know why your problem is happening, but maybe this suggestion 
will work for you:

I have a mail action which color codes (sets the priority) email from 
certain family and friends as bright pink so mail from them stands out in 
my In box from the other mail I don't filter.  I could make a mail action 
which files them, but I don't, but you could for your situation.

I just made a group in my Address book which includes those family and 
special friends that I want to show up in bright pink.  I do the same 
thing for a board of directors I am on.  All email from those folks shows 
up in purple.

My mail action is then simple.  
Under Criteria I select
Field: "From"    "is in a "Specific Group"   "Family and Friends"

Under actions I select "set the priority to family and friends" which is 
what changes the color.  

Actually in looking at my mail actions, I do file mail from another 
particular group in a folder after setting the priority first.  That way 
when I look at it in my auto file log, the color stands out if I want to 
just read certain messages in my Autofile log or sort messages in the 
autofile log by priority and read those in sequence.

So couldn't you place your people in an Address book group of whatever 
name you want? and you wouldn't have to add individual names to your mail 
actions?  That way if you add or delete folks from your group you 
wouldn't have to change your mail action.
