Great thanks go to VRic to recommending USB Overdrive. I manually removed the Kensington drivers from my Classic's OS 9 install, then ran the Classic version installer of USB Overdrive. Restarted Classic, and my scroll wheel now works fine in Emailer in Classic (9.2.2) under OS X.2.4.
I left the Kensington drivers installed for OS X as they were working just fine.
