Firstly, I don't believe that 9.x comes with any currently shipping 
versions of OSX.  It was removed and only comes with computer that 
specifically can run Classic.

If you need a reasonably priced copy ($50) of 9.1 these are available 
from OtherWorldComputing/MacSales.com at 
<http://eshop.macsales.com/Catalog_Item.cfm?ID=5059&Item=APLOS9CDL> or 
virtually all older Mac OS software are available from 
<www.hardcoremac.com>

You can always download the updates from 9.1 to 9.2.1 & 9.2.2 at the 
Apple web site if you really need them.
