I've experienced this problem (when I went to OS 9 with CE), and it shows
up as Neville describes IF you have checked the box in the "Connect Now
Setup" (pulled up when you press Command-K) - the box which says "Hang up
after connecting via PPP". If that box is checked, Emailer (IIRC) does
not even initiate the dialup (no matter how Remote Access is set). But if
you UNCHECK that box ("Hang up after..."), Emailer will connect okay
according to the Remote Access setup you have.

As I recall from the list (earlier back), the problem was due to some
changes in Open Transport around OS 9, that broke the Emailer-PPP dialup
link...
