Actually, I regularly interchange the two phrases, so it may not be a UK thing per se. I don't know why I interchange them, although maybe subconciously I do it to help it make more sense. In my particular usage, skipping the not does make sense. What I'm saying is the cat could care less [then the rabbit or Vric does] about carrots. In other words, Vric and the rabbit care more about carrots then the cat does. Of course, using a not in there also makes sense when you think of the phrase the way you exampled it.
