What it means is, is there anything between your computer, and the ISP connection that filters the internet traffic.

If you dialup to the ISP with your modem, you are connected directly to
the internet.

I wouldn't worry about protecting yourself with a firewall if you are
using a dialup connection. That is, if you are running a Mac. The chances
of being hacked over dialup decrease dramatically because your computer
isn't online at the same IP address long enough to be an effective
target. Add to that the limited chance that your Mac would be hacked in
the first place, and you have basically brought your chances down to zero
(this could change in the future with OS X).


If you run Windows over dialup, you still better run some kind of a
software firewall on the machine. If you connected even via dialup with a
windows machine to the internet without any kind of security software,
chances are pretty good your machine is already compromised.
