Tiger definitely supports OS 9 running in Classic or however one says 
this.
The Take Control ebook correctly states that the Tiger DVD or CDs do not 
contain OS 9 installers. If you have OS 9 installed on a separate volume 
an Erase and Install of Tiger will have not effect your Classic/OS9 
environment.

The author of the Take Control ebook suggests that with Tiger the Erase 
and Install has become a much more viable method BECAUSE new with Tiger 
is the File Transfer (a.k.a. "migration technonology") feature. However, 
File Transfer apparently does not transfer the OS 9 folders - at least I 
could not find that it did in my reading of the Take Control book.
