For OS 9 I use either of 
 http://www.wamcom.org/ 
or MSIE, which ever works better for that site. 
But, if web browsing is a priority, then I'd look towards OS. 

Oh, there are other ways to get around the dearth of quality browsers 
for OS 9. In some cases it's helpful to use Timbuktu to open a Control 
window to an OSX Mac (or pc) on your LAN  and use its web browser. So 
in essence you're using a modern browser, controlled from a non-modern 
platform.
