Bea: I discovered only yesterday that you can do a rudimentary text/graphics layout in TextEdit (in Rich Text format), then save as PDF via (vastly unintuitively) the print dialog. Press command + p, and click on the PDF popup.
You can just drag image files into the TextEdit window and they will be included. I don't think you can make text wrap around the images, but it doesn't sound like your needs demand that. Sizing the TextEdit window to the largest included graphic prevents the text from 'spreading'. I tried it and sent the result to a PC friend who said the images, font styles and sizes, etc. were preserved intact. If you were using Mail in OS X, it looks like you might also have an option in the print dialog to simply mail the PDF... but it doesn't work with Emailer. Anyways...
