This is actually one of the few features I like about Mail. It's protecting you against doing something really dumb. You will never ever need to send a message without a subject so it won't allow it. If you DO manage to send me a message without a subject, it will immediately get trashed. I don't read any messages with a blank subject line because they are invariably unwanted spam. I do agree, however, that Mail's layout could be better!
