OSA Menu, a system extension, offers a global script menu in which scripts
can be ordered in hierarchical folders per application and, indeed, assigned
shortcuts.

However, I recommend getting the later 'dev' version (1.2.3d7), since other
versions may crash in junction with some applications (i.e. Freehand for
certain and who knows...).
In case you don't find the 'dev' version, I could send it to you.
I have not tried whether or not it also works in Classic mode, but at least
the menu icon still appears while launching Emailer (and other OS9
applications) in Classic mode.
In case it doesn't, my tip would be trying Butler for Mac OS X, as it seems
one can assign shortcuts to almost anything with it. A real gem.
