Do you mean something like Skype (or Yahoo Chat or AOL chat or iChat)????

These are VOIP (voice-over-internet-protocol) networks - you talk over 
your computer  - for free or, in the case of Skype at least, you can pay 
a little extra for extra features.

Very worthwhile - but your counterpart has to have the same software - 
with an operating system that can handle it.
