I would like to submit the ARCNC100 HAL driver to be included in EMC2.

For those not familiar with the ARCNC100, it is a CNC appliance based on a
mini-itx format motherboard, a half height PCI FPGA card and auxiliary I/O
cards. This HAL driver is for the PCIO100 FPGA card that can be used in
any PC, not just the ARCNC100 appliance.

The PCIO100/ARCNC100 supports multiple configurations but this first one
supports 6 axis of hardware step generation, 22 digital inputs, 21
digital outputs, 4 DAC and 6 encoder inputs as well as 6 internal step
counters.
