I believe that the proper tool for doing this is 'pbuilder':

however to my knowledge nobody has used this technique to build the emc2
package on gutsy for dapper.

At one point I made sure that the package built using pbuilder, but it's
been awhile since anybody has reported trying it this way:

Usually failures in pbuilder indicate that the list of packages in
debian/control is incomplete.

There will also be trouble running the debian/configure script (a manual
step that creates debian/control from debian/control.in and so forth)
because it reads the file /etc/lsb-release -- you'll have to figure out
how to run that in the context of the pbuilder chroot.

Otherwise, installing dapper within vmware or qemu is another choice to
consider.
