I have brought this up from time to time on #emc-devel. On 9-1-11 I 
suggested that combining the 2.5 HAL manual with what's left of the 
Integrators manual seemed to make sense for an integrator as well 
mentioned the broken links.

SWPadnos suggested some manual names that might be better

quick start = Getting Started Guide = downloading, installing, and 
wizards for a rank newbee (which I have created)
setup guide = I'm not sure what he had in mind for that but makes sense
operation manual = User Manual = all things pertaining to using EMC 
(that would stay the same)
reference manual = with all components mentioned with manpages and 
diagrams of how everything works(over the years I had tried to keep a 
current list of HAL components in the Integrators manual with reference 
to the man pages just so people would have some idea of what is there if 
they had not found the html manpages)

I don't understand the magic behind the tool chain to build the docs so 
I'm helpless to try and fix things as I find them unless someone that 
understands can write up a short step by step how they work...

Is it possible to have the html man pages installed from the LiveCD?
