I'm the original author of HAL, but there have been many others over
the years.  I'm OK with LGPL 2+ for public interfaces and GPL 2+ for
code.  But as I understand it, all the contributors would have to agree.

I am not a license lawyer and I have no intention of ever becoming
one.  This email is about as deep as I want to get in that area.
