I am still not sure how you are using the tool table, if you are not using compound offsets. In theory it would be relatively easy to make the tool table editor called up from in-GUI ignore any tool < 10000. Then a separate version of the editor could be used for T < 10000. But I don't know what you are storing in T1 and what you are storing in T10001.
