For logical IO I would suggest a thread with lower periodicity than servo loop. 
If EDF or Rate monotonic scheduler is used this lower periodicity thread will 
get lower priority and servo loop may interrupt it.

Rotary absolute encoders measure angle within a turn and I think there may be 
more than one electrical turns for each mechanical turn, I guess linear are the 
same. In words they give decimal but not the integer for number of turns.
