Consulting with Charles Lepple, it seems it should be a kernel module, but its not there. Left out of the kernel.conf? With a backup generator, and batteries enough to run my load for 20 seconds, the lack of a gracefull shutdown is essentially moot since the generator is making usable power 5 seconds after the drunk smacked the power pole.
