In either event, I don't really see what your perceived problem is.
Assuming that you have an ATC then the proposed behaviour would be correct.
If you don't have an ATC (and I don't think you do, and Rene several
times reminded us that his changes are irrelevant in that case) then
G43 offsets will have no effect on the homing process, and as soon as
you put a tool in then presumably you do a G43 with the new tool, and
all is correct.

I don't understand why you think you need multiple tool tables?
