Here are some thoughts for the EMC-related specs: You may want to look at ETS 300-339 which covers ancillary equipment for radios ?? This may apply if the antenna is used as a transmitter and I would certainly recommend a second opinion.
If ETS doesn't apply then I would have thought that, as the primary function of the unit is not the processing of data but the rotation of an antenna, EN55022 would not be applicable. This would leave you with EN50082-1/EN50081-1 (Light Industrial applications) or EN50082-2/EN50081-2 (Heavy Industrial applications) or even EN50082-2/EN50081-1 (Light and Heavy industrial applications). I think that someone has already replied regarding the use EN61131 - I havn't read the scope of this spec so can't give an opinion. I am not fully aware of the Safety-related specs.
