Paul, I have had the opportunity to work with many manufacturers on Electrostatic Discharge Testing and have found that many companies do maintain internal test specifications which exceed the commercial, industrial, and military requirements.
While some companies go as far as to create entirely new standards for internal use, most simply call out the required standard (such as IEC 801-2:1991), with the addition of higher test levels.
