IEC 73 covers colors of indicator lights and displays. Red is reserved as an "emergency" or critical safety color. However, some standards (such as IEC 950) allow red indicator lights if there is no confusion as to their meaning. Usually panel indicator lights are labeled so this eliminates the confusion.
