My comment stands: If you measure inrush current from a source which has X% potential drop during the inrush event, then you have a repeatable measurement. To make the test practical, instead of precisely stating X%, you state the potential drop requirement as less than X%. X% would be some number that definitely would not cause any brownout conditions. If normal line potential drop is 2% at full current load, you might use 2%.
