FYI - The address I used about a month ago to register was: http://www.dodssp.daps.mil it may still get you to the same place as the other address. It then took about 3-4 days to get my account number/password (whatever you want to call it). I then downloaded a copy of MIL-STD-461E with no hassle. Good Luck!
