No, there isn't, but the Low Voltage Directive (73/23/EEC) in its principle protection requirements in Article 2 says:- "The member states shall take all appropriate measures to ensure that electrical equipment may be placed on the market only if, having been constructed in accordance with good engineering practice in safety matters in force in the community, it does not endanger the safety of persons, domestic animals or property when properly installed and maintained and used in applications for which it is made." I do not know of any harmonised standards relevant to this directive that refer to domestic animals but on the other hand I do not remember in any of the standards that specify hazardous voltages that they specifically state that these levels are only for the protection of humans.
