For the UK, the rules are as follows:

If, by 'installer' you mean an employee of your agent of distributor, then this would probably be acceptable. If you mean the end user, then if you can make a watertight case that the product is only for professional use you are legally allowed to do this although in practice it will be frowned upon. If the product is for domestic use, the plug must be correctly fitted before the product is delivered to the user. The only exceptions are for products which are intended for permanently wiring in. You may also like to note that the plug and fuse must both be of an approved type.

The relevant UK legislation is Statutory Instrument 1994 No. 1768 - The Plugs and Sockets etc. (Safety) Regulations 1994 which you can download from:

Clearly these are UK rules and since plugs and sockets are excluded from the LVD, other EU states' rules can and will be different. In practice, I believe that legislation with a similar effect is in place in most CE marking territories. You should be aware that in the UK, although the regulations specifically apply to products for domestic use, the enforcement people appear to consider the regulations to apply to any goods which will be sold to unskilled users, including equipment for offices and shops. These regulations are among the ones the trading standards people are most aggressive about since they are easy to enforce, and they do actually do quite a lot of good.

The 1994 Regulations actually removed the legal obligation in the UK to provide plug wiring instructions with the product, and to use a mains cord with the specified colours (brown, blue, gn/yw) for the individual conductor insulation. As I am sure you know, the latter point is enforced in all the relevant EN's, however, so in practice it still applies.
