I do not think that IP phone is under the RTTE directive. For a simple reason, voltage is limited to 48 V (SELV) and the phone itself is a SELV unit with a microphone, a speaker and a fancy LCD. Clearly if we "try hard" we may squeeze an IP phone under the RTTE directive, but the proper compliance path should be LVD.
