After looking through the "Circular Relevant to the Implementation of the Compulsory Product Certification System", I found the following in section 2.5:
Starting from May 1, 2002, with regard to products for which the Old Certificate and the Old Mark was compulsory but no longer covered by the Catalogue this time, the Old Certificate and the Old Mark will not be required when they are marketed or imported. So this says that the old mark no longer needs to be applied to products not covered in the Catalogue. By extension, it sounds as if we could argue that this indicates that the new CCC mark doesn't apply either.(?)
